พรรคเดโมแครต (อังกฤษ: Democratic Party) เป็นหนึ่งในสองพรรคการเมืองใหญ่ร่วมสมัยของสหรัฐ (อีกพรรคหนึ่งคือ ริพับลิกัน) พรรคก่อตั้งในปี 1828 ก่อตั้งโดยมาร์ติน ฟาน บูเรน ซึ่งรวบรวมนักการเมืองจากทุกรัฐให้สนับสนุนวีรบุรุษสงคราม แอนดรูว์ แจ็กสัน นับเป็นพรรคการเมืองเก่าแก่สุดของโลกที่ยังมีกิจกรรมอยู่[8][9][10] พรรครีพับลิกันเป็นคู่แข่งสำคัญมาตั้งแต่ทศวรรษ 1850 ทราบกันว่าพรรคเดโมแครตเป็นพรรคค่ายใหญ่[11] ซึ่งมีกลุ่มแยกอุดมการณ์ทั้งสายกลาง อนุรักษนิยม เสรีนิยมและพิพัฒนาการนิยม[12][13] ดังนั้นแต่เดิมพรรคจึงมีความเป็นหนึ่งเดียวทางอุดมการณ์น้อยกว่าพรรครีพับลิกัน เนื่องจากมีกลุ่มออกเสียงหลายกลุ่ม[14][15]

ถือกันว่าพรรคก่อนหน้าพรรคเดโมแครตคือพรรคเดโมแครติก-รีพับลิกัน[16][17] ก่อนปี 1860 พรรคเดโมแครตสนับสนุนให้ฝ่ายบริหารมีอำนาจมาก สนับสนุนการมีทาส สังคมเกษตร การขยายอาณาเขตและแนวคิดเทพลิขิต (Manifest Destiny) พรรคฯ คัดค้านการก่อตั้งธนาคารกลาง มีแนวคิดคุ้มกัน และมุมมองของพรรครีพับลิกันและพรรควิก การครองเสียงข้างมากในรัฐสภาในการออกกฎหมาย และการคุ้มครองเสียงข้างน้อยจากลัทธิเสียงข้างมาก (majoritarianism) ที่เข้มแข็ง[18] พรรคฯ ยังสนับสนุนการปกครองที่จำกัด และอธิปไตยของรัฐ

ทว่าพรรคเกิดการแตกแยกในปี 1860 ในเรื่องทาสและชนะการเลือกตั้งประธานาธิบดีเพียง 2 ครั้งระหว่างปี 1860 ถึง 1910 ในช่วงปลายศตวรรษที่ 19 พรรคฯ ยังคัดค้านการตั้งภาษีศุลกากรไว้สูง และมีการถกเถียงภายในอย่างดุเดือดในเรื่องมาตราทองคำ ในต้นศตวรรษที่ 20 พรรคฯ สนับสนุนการปฏิรูปแบบพิพัฒนาการและคัดค้านจักรวรรดินิยม นับแต่แฟรงกลิน ดี. โรสเวลต์และแนวร่วมสัญญาใหม่หลังจากปี 1932 พรรคเดโมแครตสนับสนุนแนวนโยบายแบบเสรีนิยมทางสังคม หลักประกันสังคมและประกันการว่างงาน[19][2][20] สัญญาใหม่ดึงดูดการสนับสนุนอย่างมากจากคนเข้าเมืองจากยุโรปในช่วงนั้น แต่ทำให้กลุ่มเอื้อธุรกิจและอนุรักษนิยมของพรรคเสื่อมลงไปด้วย[21][22][23] หลังจากยุคพรรคสังคมยิ่งใหญ่ของสภานิติบัญญัติพิพัฒนาการภายใต้ลินดอน บี. จอห์นสัน รวมทั้งเมดิแคร์[24] รัฐบัญญัติสิทธิพลเมือง ค.ศ. 1964 และรัฐบัญญัติสิทธิเลือกตั้ง ค.ศ. 1965 ฐานเสียงหลักของพรรคเปลี่ยนไป โดยพรรคภาคใต้เปลี่ยนเป็นรีพับลิกัน ส่วนพรรคทางตะวันออกเฉียงเหนือเป็นเดโมแครตมากขึ้น[25]

ปรัชญาเสรีนิยมสมัยใหม่ของพรรคเดโมแครตรวมเอาแนวคิดเรื่องเสรีภาพพลเมืองกับความเสมอภาคทางสังคมโดยการสนับสนุนเศรษฐกิจแบบผสม[26] วาระเศรษฐกิจแกนกลางของพรรคประกอบด้วยการปฏิรูปบรรษัทภิบาล การปกป้องสิ่งแวดล้อม การสนับสนุนการจัดตั้งแรงงาน การขยายโครงการทางสังคม ค่าเล่าเรียนระดับมหาวิทยาลัยที่จ่ายได้ การปฏิรูปสาธารณสุข[27] โอกาสเท่าเทียมและการคุ้มครองผู้บริโภค[28][29] ในประเด็นด้านสังคม พรรคฯ สนับสนุนการปฏิรูปการเงินการหาเสียงเลือกตั้ง สิทธิ LGBT[30] กระบวนการยุติธรรมทางอาญาและการปฏิรูปคนเข้าเมือง[31] กฎหมายปืนที่เข้มงวดขึ้น สิทธิทำแท้ง[32] และการปฏิรูปยาเสพติด[33] และการปฏิรูปยาเสพติด นับตั้งแต่ต้นทศวรรษ 2010 พรรคฯ ได้เลื่อนไปเป็นฝ่ายซ้ายอย่างมากในประเด็นทางสังคม วัฒนธรรมและศาสนา[34]

ปัจจุบันฐานประชากรศาสตร์ของพรรคเอนเข้าสู่บุคคลที่อาศัยอยู่ในเมือง เพศหญิง ชาวอเมริกันอายุน้อย ตลอดจนชนกลุ่มน้อยทางเพศ ศาสนาและเชื้อชาติ[35][36][37] องค์ประกอบของพรรคที่เป็นสหภาพแรงงานที่เคยมีกำลังมากได้มีขนาดเล็กลงอย่างสำคัญนับแต่ทศวรรษ 1970[38] ในช่วงปีหลัง พรรคฯ เสียการสนับสนุนอย่างมากจากฮิสแปนิก ยิวออร์โธด็อกซ์ และสมาชิกชนชั้นแรงงานผิวขาว ขณะที่ได้เสียงสนับสนุนจากผิวขาวร่ำรวยและจบการศึกษาระดับมหาวิทยาลัย[39][40] นักการเมืองจากพรรคเดโมแครต 16 คนเคยดำรงตำแหน่งประธานาธิบดีสหรัฐ รวมทั้งประธานาธิบดีโจ ไบเดินคนปัจจุบัน ในปี 2022 พรรคฯ ครองสภาสูง สภาล่างและประธานาธิบดี (trifecta) ในระดับสหพันธรัฐ ตลอดจนผู้ว่าการรัฐ 22 คน ครองสภานิติบัญญัติระดับรัฐ 17 แห่ง และครองทั้งสภาสูง สภาล่างและผู้ว่าการรัฐใน 14 รัฐ ผู้พิพากษาศาลสูงสุด 3 จาก 9 คนมาจากการแต่งตั้งของประธานาธิบดีพรรคเดโมแครต พรรคเดโมแครตมีจำนวนสมาชิกลงทะเบียนมากที่สุดในสหรัฐ และยังคิดเป็นอันดับ 3 ของโลก[2]

ประวัติ แก้

ชื่อเดิมของพรรคเดโมแครตคือ พรรคเดโมเครติก-ริพับลิกัน ซึ่งก่อตั้งโดยประธานาธิบดีทอมัส เจฟเฟอร์สัน ใน ค.ศ. 1792 ถือเป็นพรรคการเมืองที่เก่าแก่ที่สุดในโลก[ต้องการอ้างอิง] หลังจากชัยชนะของพรรคเดโมเครติก-ริพับลิกันต่อพรรคเฟเดอรัลลิสต์ ในปี 1800 พรรคได้กลายเป็นพรรคการเมืองหลักของสหรัฐฯ ภายในพรรคเองได้แบ่งออกเป็นฝ่ายต่าง ๆ ในที่สุดประธานาธิบดีแอนดรูว์ แจ็กสัน ได้แยกฝ่ายของตนเองออกมาเป็น "พรรคเดโมแครต" ในปี 1828

ในช่วง ค.ศ. 1828–1854 พรรคเดโมแครตสลับขึ้นครองอำนาจกับพรรควิก จนกระทั่งช่วงสงครามกลางเมืองอเมริกา พรรคเดโมแครตต้องเผชิญกับคู่แข่งหน้าใหม่แทนพรรควิกที่ล่มสลายไป ซึ่งก็คือ พรรคริพับลิกัน ภายใต้การนำของประธานาธิบดีอับราฮัม ลินคอล์น ซึ่งครองอำนาจเหนือพรรคเดโมแครตในช่วงปี 1860-1896

พรรคเดโมแครตกลับมาครองอำนาจในทำเนียบประธานาธิบดีอีกครั้งในช่วงปี 1932 โดยการนำของประธานาธิบดีแฟรงกลิน ดี. รูสเวลต์ ซึ่งตรงกับช่วงสงครามโลกครั้งที่สอง หลังจากนั้นผู้สืบทอดตำแหน่งประธานาธิบดีที่สำคัญคือ แฮร์รี เอส. ทรูแมน และจอห์น เอฟ. เคนเนดี
