Although it'd be idealistic to say everybody is responsible for the well-being of a member of a community, but what probably would work would be assigned/selected "coach/ambassador/support group/community friends". Against bad behaviors, clear rules (laws), with transparent rule-interpretation processes (judges/juries), and trained enforcers who enforce the rules (rather than their own opinions) seem to work OK in many levels of the society. --Tikmok (คุย) 22:48, 11 เมษายน 2562 (ICT)
I think the people ultimately responsible for the wellbeing of contributors are the leaders of a small individual group of users. My answer is not the president of the community because these leader of user group are the people who will mobilize each group to perform activities as well as contact with other such leaders. The person can also gather feedback from his or her member and present it to the entire community. And the person ultimately responsible for taking actions against bad behaviour would be a group of qualified arbitrator, who may be elected on regular basis or ad hoc chosen by both parties to the conflict.
