1. In particular to Thai Wikimedia projects, I think Thai custom of not wanting to create conflict may have a role in not trying to report bad behavior. Second, some users may have bad experience that bad behavior reported is not responded soon enough and/or become the target of bad behavior themselves. I think the current rules are sufficient to curb these behaviors, but not enough people have the tools to combat them. --Horus (พูดคุย) 19:04, 12 เมษายน 2562 (ICT)
