รัฐมหาราชา (Princely state) หรือที่ชาวอังกฤษเรียกว่า รัฐพื้นเมือง (Native state) เป็นรัฐที่ปกครองโดยเจ้าพื้นเมืองอินเดีย ในสมัยบริติชราช[1] โดยรัฐเหล่านี้ไม่ได้ถูกปกครองโดยตรงจากอังกฤษ[2] แต่เป็นพันธมิตรรายย่อย ที่ยอมรับอำนาจที่เหนือกว่าของพระมหากษัตริย์แห่งสหราชอาณาจักร

รัฐมหาราชามีทั้งสิ้น 565 รัฐในช่วงที่อินเดีย และปากีสถานได้รับเอกราชในปี ค.ศ. 1947[3] แต่รัฐเหล่านั้น ส่วนใหญ่มักมีสัญญาให้อุปราชแห่งอินเดีย เป็นผู้ให้บริการสาธารณะและการจัดเก็บภาษี โดยมีรัฐมหาราชาเพียง 21 รัฐเท่านั้น ที่มีรัฐบาลประจำรัฐเป็นของตนเอง ในกลุ่มนี้มีรัฐมหาราชาขนาดใหญ่อยู่ 4 รัฐคือ ไฮเดอร์ราบัด ไมซอร์ บาโรดา และ ชัมมูและกัศมีร์ ในขณะที่มีรัฐมหาราชาประมาณ 200 กว่ารัฐที่มีพื้นที่น้อยกว่า 25 ตารางกิโลเมตร[4] ในช่วงที่อินเดียและปากีสถานได้รับเอกราช รัฐมหาราชาเหล่านี้จะรวมเข้าอยู่ใน 2 ชาติที่เกิดใหม่ ในช่วงระหว่างปี ค.ศ. 1947 – 1949 โดยส่วนใหญ่แล้วการรวมเข้ากับชาติใหม่มักเป็นไปโดยสันติ มีเพียงบางรัฐเท่านั้นที่มีปัญหา เช่น ในกรณีของชัมมูและกัศมีร์ (ซึ่งมหาราชามีความประสงค์จะรวมเข้ากับอินเดีย แต่ปากีสถานได้เข้ามาอ้างสิทธิ์)[5] รวมไปถึงในกรณีของไฮเดอร์ราบัด บรรดามหาราชาในรัฐต่าง ๆ นั้นจะได้รับเงินบำเหน็จบำนาญ[6]

รัฐมหาราชาที่ยินยอมเข้าร่วมกับปากีสถานในช่วงระหว่างปี ค.ศ. 1947 – 1958 มีสถานะเปลี่ยนเป็นรัฐมหาราชาของปากีสถาน ซึ่งรัฐเหล่านี้มีอำนาจปกครองตนเองจนกระทั่งในช่วงคริสต์ทศวรรษ 1970

ความสัมพันธ์ระหว่างรัฐมหาราชากับอังกฤษ แก้

จักรวรรดิบริติชได้กำหนดความสัมพันธ์ระหว่างรัฐมหาราชา กับอังกฤษ โดยการผ่านกฎหมาย Interpretation Act 1889 ของรัฐสภาอังกฤษ ซึ่งกำหนดไว้ว่า บริติชราช ประกอบไปด้วยดินแดนทั้งสิ้น 2 ประเภทคือ บริติชอินเดีย และรัฐมหาราชา โดยในกฎหมายฉบับนั้นได้ให้นิยามของคำดังนี้

(4.) คำว่า "บริติชอินเดีย" มีความหมายถึงดินแดนและสถานที่ทั้งหมดที่อยู่ภายใต้อาณาจักรของสมเด็จพระราชินีนาถ ซึ่งปกครองโดยสมเด็จพระราชินีนาถผ่านข้าหลวงใหญ่แห่งอินเดียหรือเจ้าหน้าที่ของรัฐอื่น ๆ ที่อยู่ใต้บังคับบัญชาของข้าหลวงใหญ่แห่งอินเดีย

(5.) คำว่า "อินเดีย" หมายถึงบริติชอินเดียรวมไปถึงดินแดนที่ปกครองด้วยเจ้าพื้นเมืองภายใต้พระราชอำนาจของสมเด็จพระราชินีนาถ ซึ่งใช้อำนาจผ่านโดยข้าหลวงใหญ่หรือเจ้าหน้าที่ของรัฐบาลที่อยู่ภายใต้บังคับบัญชาของข้าหลวงใหญ่แห่งอินเดีย[7]

ในความหมายโดยทั่วไปคำว่าบริติชอินเดียอาจใช้อ้างถึงดินแดนที่อยู่ภายใต้การปกครองของบริษัทอินเดียตะวันออกของอังกฤษในช่วงระหว่างปี ค.ศ. 1774 – 1858[8][9] นอกจากนี้ยังเป็นคำที่ใช้อ้างอิงถึงการปกครองของอังกฤษในอินเดีย
