ขบวนการคว่ำบาตร ลดการลงทุน และลงโทษ (อังกฤษ: Boycott, Divestment and Sanctions; ย่อ: BDS) เป็นขบวนการซึ่งมีชาวปาเลสไตน์เป็นผู้นำ[1] ซึ่งสนับสนุนการคว่ำบาตร ลดการลงทุนและลงโทษทางเศรษฐกิจต่อประเทศอิสราเอล โดยมีวัตถุประสงค์เพื่อกดดันอิสราเอลให้ยินยอมต่อซึ่งที่ขบวนการ BDS เรียกว่าเป็นข้อผูกพันของอิสราเอลภายใต้กฎหมายระหว่างประเทศ[2] ซึ่งนิยามว่าเป็นการถอนตัวออกจากดินแดนยึดครอง การรื้อถอนสิ่งกีดขวางแบ่งแยกในเวสต์แบงก์ ความเสมอภาคสมบูรณ์สำหรับพลเมืองอิสราเอลเชื้อสายอาหรับ-ปาเลสไตน์ และ "การเคารพ คุ้มครองและส่งเสริมสิทธิของผู้ลี้ภัยปาเลสไตน์ในการหวนคืนสู่บ้านเกิดและทรัพย์สินของพวกเขา"[3] คณะกรรมการแห่งชาติบีดีเอสปาเลสไตน์เป็นผู้จัดระเบียบและประสานงานขบวนการดังกล่าว[4]

ผู้วิจารณ์กล่าวว่า BDS เป็นขบวนการต่อต้านยิว[7] ลดทอนความชอบธรรมของอิสราเอล[8] และไม่ต่างจากการกีดกันยิวในอดีต[9] การตอบโต้ BDS มีลำดับความสำคัญต้น ๆ ในการวิ่งเต้นของอิสราเอลในสหรัฐ ซึ่งประสบความสำเร็จในการผ่านกฎหมายต่อต้านขบวนการ BDS ในหลายรัฐ[10]
