This is not a proper way to treat the IP user, more so if you are willing to initiate the consultation discussed above. IP may lack the credibility as it cannot be proven to be the same person who discussed the same issue, but IP are nonetheless people, and they are free to participate. Your [[:mw:User talk:Tris T7#Some news about hosting the Talk pages consultation|discussion page]] on MediaWiki provides the instructions, and even on the consultation hub itself also provides that you must establish the venue of discussion. Since you identify that the venue should be on-wiki, you should create the page to allow the people to join in and provide comments. It has been several days without the page to provide comment, and since no other users are willing or should be responsible for your position, it is your responsibility to going forward with it, or else there shouldn't be the consultation at all.
