ชัมมูและกัศมีร์[13] หรือ จัมมูและแคชเมียร์[13] เป็นเขตการปกครองที่ปกครองโดยอินเดียในฐานะดินแดนสหภาพ (union territory) กินพื้นที่ทางใต้ของบริเวณกัศมีร์ ซึ่งเป็นพื้นที่โต้เถียงระหว่างอินเดียและปากีสถานมาตั้งแต่ปี 1947 รวมถึงระหว่างอินเดียและจีนตั้งแต่ปี 1962[14] [15] เขตการปกครองนี้แยกออกจากกัศมีร์ภายใต้ปกครองของปากีสถานโดยใช้เส้นควบคุมแบ่งออกจากอาซาดแคชเมียร์ และกิลกิต-บัลติสถานของปากีสถาน ในทางทิศเหนือและตะวันตกตามลำดับ เขตปกครองนี้ตั้งอยู่ทางทิศเหนือของรัฐหิมาจัลประเทศ และรัฐปัญจาบ ทางทิศตะวันตกของลาดัก

การจัดตั้งดินแดนสหภาพชัมมูและกัศมีร์นั้นเกิดขึ้นจาก Jammu and Kashmir Reorganisation Act, 2019 ซึ่งผ่านร่างจากทั้งสองสภาของรัฐสภาอินเดีย เมื่อเดือนสิงหาคม พ.ศ. 2562 โดยมีผลให้รัฐชัมมูและกัศมีร์ จัดตั้งเป็นสองดินแดนสหภาพ คือ ชัมมูและกัศมีร์และลาดัก ตั้งแต่วันที่ 31 ตุลาคม พ.ศ. 2562 เป็นต้นไป[16]

ชัมมูและกัศมีร์เป็นดินแดนสหภาพที่ใหญ่เป็นอันดับสอง (รองจากลาดัก) และเป็นมีประชากรมากเป็นอันดับสอง (รองจากดินแดนนครหลวงแห่งชาติเดลี)

ศัพท์บัญญัติ แก้

ชัมมูและกัศมีร์นั้น ได้รับการตั้งชื่อตามภูมิภาคสองแห่งที่ครอบคลุมอยู่ นั่นคือภูมิภาคชัมมูและหุบเขากัศมีร์

รัฐบาลปากีสถานและชาวปากีสถานอ้างถึงดินแดนชัมมูและกัศมีร์ ว่าเป็นส่วนหนึ่งของ "กัศมีร์ที่อินเดียยึดครอง" ("IOK" หรือ "IHK")[17][18] ในทางกลับกันรัฐบาลอินเดียและชาวอินเดีย เรียกดินแดนในส่วนภายใต้การควบคุมของปากีสถานว่า "กัศมีร์ที่ปากีสถานยึดครอง" ("POK" หรือ "PHK")[19][20] โดยแหล่งที่เป็นกลางมักจะใช้คำว่า "กัศมีร์ที่บริหารโดยอินเดีย" และ "กัศมีร์ที่ควบคุมโดยอินเดีย"[21]
