รัฐกันชน (อังกฤษ: Buffer state) คือประเทศที่ตั้งอยู่ระหว่างรัฐมหาอำนาจคู่แข่งหรือเป็นปรปักษ์ระหว่างกัน[1] ซึ่งสาเหตุของการคงอยู่มีเพื่อเป็นการป้องกันความขัดแย้งระหว่างรัฐมหาอำนาจด้วยกัน รัฐกันชนที่มีเอกราชอย่างแท้จริง มักจะดำเนินนโยบายต่างประเทศสายกลาง ซึ่งเป็นการป้องกันตนเองจากการตกเป็นรัฐบริวาร ความร่วมมือกันระหว่างรัฐกันชนเป็นส่วนหนึ่งของทฤษฎีการถ่วงดุลอำนาจ ซึ่งเข้าสู่ยุทธศาสตร์และการคิดในเชิงการทูตของยุโรปในช่วงคริสต์ศตวรรษที่ 17

งานวิจัยแสดงให้เห็นว่ารัฐกันชนมีโอกาสที่จะถูกพิชิตและยึดครองมากกว่ารัฐที่ไม่กันชน[2] บ่อยครั้งที่การรุกรานรัฐกันชนโดยหนึ่งในมหาอำนาจที่รายล้อมมันอยู่มักจะก่อให้เกิดสงครามระหว่างประเทศ อย่างเช่น การรุกรานเบลเยียมของเยอรมนี ทำให้สหราชอาณาจักรตัดสินใจเข้าร่วมสงครามโลกครั้งที่หนึ่ง
